As an Age of Wonders player, this is false. You can keep towns populated with another race of your alignment without any problems. If you have the sense to get Peace Keeper, an alignment one step away from yours counts as yours as well. Migrate to $race is only ever an option, you never "have to" migrate, even with opposite alignment. You can garrison the town and spend on upgrading it, and the populace will in time see you as a good ruler and stop rebelling. And migration away from humans is treated the same as any other migration, so the game is unbiased on this particular point, although it has problems on sexism. Now go back to your three-humped camel.
