What is going on?
Over the past two to three years, astrology has shifted from being a niche interest to a major point of enthusiasm for many women and queer people. Broadly, VICE's channel geared towards women and the LGBTQ community, gets a huge amount of traffic from astrological features and horoscopes. Other media platforms for women have noticeably ramped up astrology content from filler to the forefront.
In 2016, mental health was prime meme fodder; now, astrology memes are all over our timelines.

I have very few theories;

your're are overthinking it, FrozenAnus. those people aren't actual occult masterminds with a big plan, their're are clickbaiters. they push astrology because it's spiritual (and people seek spirituality in uncertain times) but doesn't require serious commitment (and the kind of people that read vice are not the kind of people that seriously commit to any philosophy or religion). also, tribal contrarianism - some of the pushback against SJWs came from atheist/skeptic communities, so they'll embrace mysticism to be different from them. they know their're are audience and they publish what that audience will like.

The people who push a specific agenda are "scribes of pharaoh", they're intellectual pawns, i refere to the people ordering this agenda. There is something definetely fishy, as the women/LGBTQ++ crowd are 99% easily programmed NPCs - and astrology is one of best venues to push programming into sheep masses.
Horoscopes can alter a NPC day, nothing stop them making 12 similar predictions to match 100% of audience to push someting.

I'll err on the side of simple explanations: it isn't to alter anything, it's to keep them where they are and exploit that for those sweet clicks. there's a high demand for spiritual stuff and low demand for things that require you to change your're are way of life, so here's a supply of new-agey easymodo magic.

you will notice that the ideas which gain a lot of traction on the internet are generally those that don't require you to do anything. that's why their're are spirituality has no moral component (because that would require you to think about lifestyle and decisions), and that's why their're are political activism explicitly rejects things like ethical consumption (basically what they say is 'impact of my individual decisions is pointless so why bother'). people want the feel good points of doing important things but don't want effort, so they pick versions which allow them to feel good about themselves while only shitposting about it

Actually, you can use horoscopes to influence groups of people. Basically you have 12 months, this gives you 12 groups, and using astrology you can somewhat control their behavior by programming them with horoscopes. Cheap yet powerful method.
