I think it's not that they're dumb, but that they're not very critical. Something about inclination and not capacity. It's not as if "having the same mental capacity, everyone would come to the same conclusions", that is not the case, because the physical world is still in-itself meaningless, and so there is a lot of room for invention.

It means exactly what it says, nothing matters. Also, just in case you still don't get it, the distinction between dogma and common sense doesn't matter.
