I don't use any random numbers in game design, so everything is deterministic, and units caught in tornado are simply moved from epicenter and receive fall damage, if they don't have flight ability.

The only problem is when one unit ends up standing on top of another. Implementing such possibility into the game would greatly complicate game mechanics and UI, and it would also lead to some stupid exploits, like one monster serving as a bridge for the other. That would completely break AI, giving human player undeserved advantage. So most of the possibilities of 3d environment should be avoided.
