Yes it's an "interpreted language" but most modern implementations use JIT anyway, so it's a programming language, unless you think C# isn't a programming language either.
It was created in a weekend as an afterthought.And despite all that, it's more powerful than C. That's the mistake a lot of people make - they think JS is "C for the web". It's not. It's a functional language more along the lines of Lisp or Haskell. It doesn't need a massive standard library, the basic features - arrays, functions, strings, and objects - are enough to actually do useful things with.
