Terrorists are bad. They plan things in secret and kill people, sabotage the internet, and steal peoples money via some shaky claim to authority. If a terrorist says one thing and does another, that's not so bad for a terrorist... they could do worse than lie.. Words alone cannot amount to terrorism, though words can tell of routine terrorist acts, like mass surveillance.
In theory, having a government should be a good thing.. They should be quite happy to tell us everything they do, and everything they do should easily stand up to public scrutiny, because the public en masse should've been well involved and informed long before it got halfway to the beginning of being implemented..
