Bram says he haven't banned him, but DJ was shocked by appalling state of Open Source community, that loves to steal stuff:

So if you publish your code under GPL, by ready that it will end up in a closed source commercial software, without giving you any credit. Such is the way of Linux.

If they download FOSS stuff, then they agree to the license, and therefore became part of FOSS community. I.e. if it is GPL or CC-BY-SA, they must publish back all changes and keep track of original authors.
