There's no limit to tyranny because, perhaps, neutrons are thought of as something other than a proton+a tightly bound electron. Instead they are imagined as a third "fundamental particle" , and later as "a bundle of quarks". Even though the mass of a proton+electron is less than the mass of a neutron: and when the neutron decays it becomes a proton and ejects an electron, and when a proton captures an electron it becomes a neutron.
With a neutron, perhaps it is a tightly bound electron with a 3d waveshape in 90 degrees to the proton's waveshape, while protons with corrisponding electrons in the electron cloud are pairs which have less destructivly-alligned waveshapes and thus are less closely coupled. When a photon is added to an electron perhaps it adding to the waveshape kicking it furthur out of destructive-alignment moves it furthur out to the farther electron-shells, and if energetic enough aligns the waveshapes such that they are completely uncoupled and the electron escapes.
Perhaps the understanding we are taught now stops one from creating more fissile material from things like lead. And perhaps that's why lead is restricted now since they found out something about heavy elements like it regardless of scarcity.
