Why not just evade paying taxes? They can't jail everyone, and keeping people in jail requires money. I'm sure Ayn Rand would have supported tax evasion en masses.

America originally had this idea of people paying taxes to cities where they live, instead of the federal government. While main government was mostly responsible for military, which you can't get rid of until there are evil totalitarian countries, like Russia and China. But ideally, only cities and local communities have right to collect taxes, and only with the agreement of people, who can at any moment move to another city, if current becomes tax crazy.

Then how does the fed fund the military? Do they tax the cities? Who then have to raise their taxes to cover that?

Yes. Ideally cities handle all the taxes. That way people will pay only for what they use. Say if one city replaces roads with teleportation, there will be no need to pay for roads. And if one city has low crime rate, then it can pay less incarceration related taxes.
