welfare
social services
city council
civil servants
jails
courthouse
national defense
research and development
government contractors
pencil-pusher middlemen
call centers to answer public numbers
all sorts of supporting jobs for the above things

Most of that list, beside military, can be moved into private sector of walled communities. For example, FBI, instead of catching dangerous criminals, wastes time and money hunting persons watching child porn online. I.e. FBI doesn't provide the service they officially taxing population for. Even police functions can be delegated to private institutions. And with military, it all comes to existence of external enemies, which should just cease to exist. So if military is incapable of destroying external enemies once and for all, then military wastes money invested into it.
