Yet another case of the westerners fucking up Japan, the weird censorship law was originally a UK law that Japan was pressured into accepting, just like this one.
Also, the Article 21 also has "and all other forms of expression are guaranteed", something which the 1st amendment lacks. It also ensures the privacy of the communication and is clear on the illegality of state censorship, sadly the japanese were forced to ignore their constitution as the penis censorship law is still active.
