I can't say for certain in the case of 4ct (Cloudflare is also their DDoS protection), but it wouldn't surprise me if that were the case, especially in the crazy times we're now living in. I don't particularly care for The Daily Stormer, myself; they've been at this for years and it's only when the incident in Charlottesville happened is when there was a mass purge of Websites and other things. While it's not technically the federal government of the United States doing these shutdowns, at least not directly, it sets quite a dangerous precedent and shows that even self-hosted private Websites are not allowed the freedom of expression under the First Amendment. Today it's "hate" and "racism", tomorrow it could be general criticism of the government. The slippery slope is real, never a fallacy.

We're entering into a new era of samizdat, where self-publishing is going to be increasingly tightened and controlled, if things keep up like this, there may have to be an entirely new parallel internet set up specifically for dissidents; failing that, a return to the old analog methods of distributing samizdat. Whatever happens, future developments are going to be quite interesting, that's for sure.
