You have 3 magic buttons, and you can press only one: the others will disappear.
If you press the red button, each minute the richest(both by assets,debts and cash combined) person will die, until the richest person is only 10% wealthier than average person.
If you press the blue button, each minute the poorest(by assets, debt and cash combined) person will die, until the poorest person is only 10% poorer than average person.
If you press the purple button, each minute both the poorest and richest persons, in previous two buttons will die, until the conditions specified before(red/blue) are met.

red button could only leave a bunch of people within 10% of the biggest debts and blue button might only leave those within 10% of the richest if you get a bad distribution to start with

You might be lucky to find a section with a st. dev less than 10% of the average that is more than a few % of people

eg. avg 30,000, neither poorer than 27K, richer than 33K or both
