this is wrong because the typical Sub-Saharan habitats are described primarily by plentifulness and ease of survival. In the North, people need clothes not to die of hypothermia, they have to build intricate houses of stone or wood which requires lots of tools and strength, they need to sow enough seeds in a limited time cause otherwise they won't last through the winter etc. In Africa, you can go aroung naked, make a hut out of leaves, and find food any day because there's fruit everywhere and tons of pigs running around. So if Africans come across as unintelligent and animal-like, it's because they didn't have much of a stimulus to develop anything. What you're saying is that supposedly evolution of cock size in Africans was guided by culture/aesthetics, but this conjecture has at least two glaring faults:
