Richard holds a Bachelor of Arts from the University of Virginia and a Master of Arts from the University of Chicago. He was a doctoral student at Duke University, before becoming a journalist.

In 1997, Spencer graduated from St. Mark's School of Texas. In 2001, he received a B.A. with High Distinction in English Literature and Music from the University of Virginia and, in 2003, an M.A. in the Humanities from the University of Chicago. He spent the summer of 2005 and 2006 at the Institute Vienna Circle. From 2005 to 2007, was later a doctoral student at Duke University studying modern European intellectual history, where he was a member of the Duke Conservative Union. He left Duke to "to pursue a life of thought-crime."[11][17]

In 2014, Spencer was deported from Budapest, Hungary, and via the Schengen Agreement, is banned from 26 countries in Europe for three years, after trying to organize National Policy Institute Conference, a conference for white nationalists.[4][35]

NPI is regarded as part of a group of white nationalist organizations which "try to take a more highbrow approach" to white supremacism, "couching white nationalist arguments as academic commentary on black inferiority, the immigration threat to whites and other racial issues."[17] Other groups which reportedly advance similar strategies include the New Century Foundation (and its publication American Renaissance,[4][17]) the Charles Martel Society (and its website The Occidental Observer[4][5][17]), and the Pioneer Fund, all of which were cited by the SPLC as playing a leading role in the promotion of "academic racism".[4]
