Psychology is normative to it's very core, unless you think that there is some magical list of things that details what is and isn't mental illness, it has to be determined by what people do in an inductive manner, with those not falling in some percentile being classified as mentally ill. If 95% of people were bipolar, that would be the normal condition, and the remaining 5% would be classified as non-responsive.
