If the cultural values surrounding sexuality were different, then they wouldn't be harmed.
That said, there is also nothing beneficial to sex with kids for them, and pedophiles are a tiny minority who don't need to be catered too, so there isn't really any need to change anything except how "victims" are created. As society becomes more tolerant of teenage and child sexuality, and moralizing busybody women who run stupid charities because they have nothing better to do die off, it will probably become normalized in a few hundred years time as people simply stop caring.
