In theory:
use linux
cheaper, more reliable and politically correct

Reality:

unable to share files
Linux much more expensive

Note that actually only a few top officials in Munich strongly attack LiMux and that Microsoft has offices close to Munich. Remember that, if LiMux succeeds, and other governments (local or not) adopt it, it would be a huge problem for Microsoft, so Microsoft certainly is interested in LiMux going away.
Of course a lot of office people (read: non-nerds) aren't used to non-Windows but Linux seems to be OK for most 'plain' office jobs.

cheaper, more reliable and politically correct
Cheaper and more independent were the only arguments afaik. Political correctness (in the sense of software) isn't really a topic in mainstream politics.

unable to share files
Can't really understand this. Don't most office packages read all kinds of different document/spreadsheet files?

Linux much more expensive
Due to training, yes. The problem with this argument is that new versions of Windows also require training. With their own version of Linux, they would be independent of third-party (Microsoft) update schedules and feature changes, saving them money in the long run.
