That's the case for most post-communist states, even those that became EU member states (like Bulgaria.) It's because of how the transition happened, with the communist parties of those former communist states splitting typically into "democratic" socialists on one side and conservative "democrats" on the other, but typically serving the same oligarchy made up of conglomerates, financiers, military and intelligence officers and so on.
