Basic Income + Sterilization

Its a twist on the idea of Basic Income:
Basic Income will be provided for anyone who
agrees to permanent sterilization.
If its a family all its members have to be sterilized.
Would this both solve poverty and the overpopulation at the same time?

No. Firstly, this would lead to a lack of ambition among the underclasses. It should be reversible if they pay back the money, and it shouldn't be applied to the children, only the parents.

Secondly, there is no overpopulation problem, there is an overniggeration problem.
