Is there a correspondence between the incidence of rape and the number of people with a foreign background in Sweden?
Is there a correspondence between the incidence of rape and some specific group of immigrants in Sweden?

The answer to both questions was an unequivocal Yes. Twenty-one research reports from the 1960s until today are unanimous in their conclusions: Whether or not they measured by the number of convicted rapists or men suspected of rape, men of foreign extraction were represented far more than Swedes. And this greater representation of persons with a foreign background keeps increasing:

1960-1970s – 1.2 to 2.6 times as often as Swedes
1980s – 2.1 to 4.7 times as often as Swedes
1990s – 2.1 to 8.1 times as often as Swedes
2000s – 2.1 to 19.5 times as often as Swedes

How does the actual crime rate of Sweden compare to that of the US? All other things being equal, you'd expect the incarceration rate to be proportional to the crime rate. And a lower incarceration rate does not necessarily imply an inadequate law enforcement system. Incarceration might not be the best way to rehabilitate criminals, plus it exposes them to violence from other prisoners, and is a drain on the state's resources. Sure, I agree that some criminals are too dangerous to be let out in public, but the article says only those with sentences under 6 months are given the option of opting out of a prison sentence. Any dangerously violent criminal should be sentenced to way more than 6 months in the first place, in my opinion. Additionally, the judge still has the authority to veto the alternative sentencing and make them serve a jail term anyway. Seems to me it's just a way of making more efficient use of state resources.

Although granted, the article does say that murders are less commonly being punished with life sentences. But it doesn't seem to indicate they're being cut to anywhere near 6 months.
