He activates a classified section of the recent military authorization act to call in the army to quell the unrest. An era of military rule begins. Meanwhile, Underwood launches an invasion of Canada and Mexico. It is revealed the Stamper's death was faked and he was really in China to discuss plans to divide the world, and that both nations agreed that Russia will take Europe (less the UK), China will rule all of Asia, and the US will take the Americas and the UK. War consumption and unrest have caused massive shortages and a strict ration system is implemented.
