Good idea, but viable only on short distances. Any unclassified traffic on intranet will provoke government. To make classification feasible and eliminate possibility of steganography, truly entrenched government will likely ban all non-approved formats. And you can't easily hide anything in plain HTML, because any redundancy could be detected.
