now to get a job or live outside of your home city, you have to get a permission from government, or be punished by up to 3 years in jail. Of course getting a work permission costs a lot of money and they may refuse it you outright.

Basically, citizens of Russia need a permission to work at Russia, so a lot of Russian citizens instantly became felons.
