Africa, Latinos and India will most likely be irrelevant. Although anyone can easily instigate a revolution there, due to the high poverty rates and lumpenization. Same for African-American population, which naturally serves as an ally for Russia, China or any other enemy, including internal. I.e. if government cuts down welfare, Moscow can easily turn blacks against government by pushing some black power separatism ideology. AK-47 armed Black Panthers will turn America into an African ghetto.
