The issue is more complicated, and you know it. It is not just "air and water", it is infrastructure, jobs, technology investments, multiple distribution networks, etc.

I know you're joking, but no. This perspective is something that can only come about from a position of privilege. People live in completely artificial towns that most likely would not have been prime candidates for settlements back in the old days. They don't have access to natural resources, and they don't know the labor involved in getting them. The only reason they are able to live in those regions is because of technological infrastructure. All this talk about water being an open resource, from people who don't even live near a body of water to begin with. They don't even realize the technological miracle that they have water to begin with.
