Pneumatic Mail revival[steampunk]

Steampunky solution to "AI trucks". This could be future of delivery.
Instead of trucks, huge pneumatic tubes with cargo capsules. No emissions.
It would cost quite a lot though to install it, so likely use case is city-level networks with inter-city delivery by train/truck.
Pros:
Security.
No road accidents.
No theft.
No mishandling.
Cons:
High initial investment and cooperation between businesses.

vs Hyperloop, pneumatic mail uses time-proven technology and doesn't need complex maintaince.
vs Maglev trains, doesn't need a moving train body or much vehicles. Only standard size capsules.
vs Drones, much safer but lacks flexibility in destination. Last-mile delivery could be by drone though.
vs Freight trains, more economic for small volume delivery. Trains need to be filled to be economically viable and they take space on rail.
