My first idea is microwave emitter at water molecule frequency. Since most life is full of water this would fry from the inside almost any living being.

Another technique is to utilize chemtrails to dump tons of particles of aluminum into the atmosphere so it ends up breathed in and eaten by humans. The aluminum in the body can then be heated up by conventional radiation methods as required.
