Small forums are weird

Made a post about information security on a site that had a board for information security. It got deleted, and there was no explanation why. It didn't break any rules at all. There are very few posters on that site, so it seems odd that they would delete what few posts are even made there. I decided to just give up and go elsewhere because there is no point in making a post in a place where people are autistic about moderation.

Another small forum I used to go to had a small user base that was extremely paranoid about trolls. They would accuse everyone they didn't like of being a certain poster who they didn't like. It almost reminded me of Animal Farm (the one boogeyman animal that was never actually responsible for anything but god blamed for everything... it's been a while since I read it). This is a phenomenon I've noticed on multiple websites. It usually only happens on small-scale internet communities. Everyone you don't like is actually the same poster making multiple accounts and made-up personalities (or at least that's what the regulars on the site believe). Nobody new would ever join. Or something like that.

In a time when forums could find a way to reinvent themselves, with responsive design and better community guidelines, they are actually shooting themselves in the foot and ensuring that big social media will rule unchallenged. Old forums aren't adapting at all.

What's a "forum"? Is it like Twitter?
