Government monopoly on medical care.
<CHECK>: all Russia clinics are required to register their patients, especially if they have firearm or knife wounds.
Firearm or firearm owner registration.
<CHECK>: Russia has complete ban on firearms, especially some heavy anti-tank weaponry that can be used to fight off army.
Elimination or severe restriction of anonymous financial transactions.
<CHECK>: Russia already introduces laws, that ban any cash transaction in stores and people are forced to use government issued "Mir" card:
