Age of Empires2 tech mod x256 upgrades

As you may already know, there is a new mod for AoE2 that allows all upgrades to be used 256 and they stack. Recent streams with Forest Nothing matches with x256 highlighted how game engine deals with that.
E.g. fletching effect apply up to x256 times.
What civilizations are most powerful in this mod and which upgrades are best?
