3.Water cycle, bootstrapping ecosystems:
Transporting water is not an option, its real heavy.
Ecosystems are easily to ruin, but hard to create.
4.Large-scale local industry
Risky investment that requires next step.
5.Human settlement
Who wants to live in a desert? It will require quite alot of earth-level ecology to be acceptable to most humans. No one wants to live in a desert or industrial theme park.
