It has nothing to do with public safety and everything to do with crushing small business so they can't compete with crony big business
I wouldn't be opposed to amending the law so it doesn't lead to legal abuse against competitors. I'm sure when Californians first voted for the law in 1986, they didn't expect it to be used for that reason. California really needs to lower taxes, that's the biggest business killer right now, though.
