He also later in the war didn't listen to his military advisers which ended up costing him major losses, especially in the Eastern Front. He also was too soft on the British at Dunkirk. Despite his excellent service in World War I, he didn't have all the knowledge necessary on his own to understand strategy. There's also the fact that his health (both mental and physical) were deteriorating and his doctor, Theodor Morell didn't exactly help with his unconventional treatments.

Which is hardly surprising; most countries of Europe didn't want another war after WWI (which is why they allowed Hitler to take Czechoslovakia, and looked the other way as he rebuilt Germany's military in violation of the Treaty of Versailles), and the US in particular wanted to remain neutral and avoid tying its fate to European affairs. So there was really no reason for the US and the future Allied Powers to start exchanging war materiel until a major war was actually going on.
