In fact, as communications and robotics technology advance, there will be less and less reasons for labor migration. More and more jobs will be replaced by robots or by people working from home. If it only remains within a nation state because of regulations (e.g. tariffs), it's not a free market. Free markets can stay local through market forces, but if the government prevents the market from spreading across national borders, it ceases to be a free market.
