IV.138: Those who believe, then disbelieve, then again believe, then disbelieve and then increase in disbelief, Allah will never forgive them nor will He guide them to the right way.

If it only remains within a nation state because of regulations (e.g. tariffs), it's not a free market. Free markets can stay local through market forces, but if the government prevents the market from spreading across national borders, it ceases to be a free market.
