The repeating digits thing is something different but still similar, this time people remember the 'lucky' event (instead of 'unlucky') and think it means something. I'm sure if you ran the numbers (number of times a number has been seen, repeating-digit-ratio) you would get boring numbers, not 'angel' numbers. You have to look on your watch only like 5 times to see double digits (just guessing but I think I'm close). And there are people who check their phones literally hundreds of times a day.
