In short the history goes back quite a long time but during WW2 when Russia attacked Finland we ended up losing that war because Finland had to be allied with Germany since the allied countries were quite okay with handing us over to Russia and as we know Germany didn't win that and took us with them. Back when the ceasefire was declared Russians wanted us to kick the nazi forces out and in turn the nazis burned down lapland, all the 5 buildings that existed there. After that Finland decided that cannot happen again, but fully aware at the same time that Russia has a lot more people and they can just keep piling bodies like they do in Ukraine now. So the politics switched to trying to keep Russia in good terms with us, trying to prevent any kind of provocation. This did work, we had the best non-soviet relations with them until the fall of the USSR. Politicians had to be careful of having free thoughts so the Russians wouldn't get any new excuse to start a war. So many politicians had a kotiryssä who they would run things by before making it public.
After the USSR fell, this arrangement died. Russia was bankrupt like they are about to be again and they focused on regaining their momentum. At this point Finland SHOULD'VE joined nato but there were too many former communists to make that a reality. We had to still try to avoid pissing off Russia because they would get pissed off by anything, like they always had their periods. In the end when the red army turned out to be a paper tiger we got into NATO and now the threat of Russia is a history. This shows as well, we have numerous anti-Russian policies in place that have been waiting for their time for decades. But it finally happens now.
